The Oak's letter unlocks an extension in route 224, after you've talked with Professor Oak (who will be standing beside that White Rock). You walk up a VERY long track which leads to the Flower Paradise. There, you find a level 30 Shaymin.

@FW: This Shaymin is going to unlock the Gracidia Flower in Floaroma Town and will allow you to get it changing Shaymion to the Sky Forme.
