With the most recent Coro Coro (a Japanese magazine relating to various game news there) issue, we have learned several new details about HeartGold and SoulSilver.
First of all, the Red Gyrados will appear in the game, as most had expected, and will be at level 30. Also, Ho-Oh and Lugia will be at level 45, however it is unknown if you will be able to find both in the game or not - and if you can, what will the level of the second one be?
It should also be noted that oddly enough, though to my own pleasure, Eusine, the magician crazed about Suicune in Pokemon Crystal, will also exist in the remakes. This could mean that the storyline will more closely follow Crystal - personally something that is fine by me. And, there will be a variety of touch-based mini-games, nine are currently known, included in the game.
Finally, unconfirmed information via serebii.net shows that the level 1 Dialga, Palkia, and Giratina will know Metal Burst, Hydro Pump, and Shadow Sneak respectively at their starting level. This is somewhat surprising, since nowhere do they learn these moves through level-up in Diamond/Pearl/Platinum, meaning that it is in-fact possible that Pokemon will have completely altered move sets in Heart Gold and Soul Silver.
Also unconfirmed is that Latias, Latios, and Mewtwo will be available in the game. This does make sense since these Pokemon can not be obtained, even through events, in D/P/P. Of course, in this fashion, they may all be event Pokemon, and may not exist at all.
