Feebas: Too Hard or Too Easy?

Feebas is a Pokemon that has been very elusive for many trainers. Being only catchable on 6 tiles by fishing, many people find it a hassle to even try. What I want to know is how you feel. Do you think that Feebas should be easier to catch, or could possibly be found by merely surfing?

Also, do you feel that the method of evolving it is too hard or too easy? Do you think a simple level-up evolution would be better than raising its beauty stat?

I don't see why raising its beauty stat is a bad way to make it evolve. Feebas looks dry and old while Milotic looks shiny and beautiful. It is the perfect way to evolve it.

Now, Feebas wasn't that hard for me to catch because I know exactly where to catch them, but it should be able to be caught just by surfing or diving at least.
