Pokezam has added two official fan art creation tools. They were created by myself, using the Pokemon Diamond PC Icons the Pokeplushie bases, as well as Akai's gameboy bases. Play with them a bit and you can find out what they can do.

Oh, that's pretty cool o 3o. I wish the purple skin didn't have pink on it though. -dislikes pink very much- > 3>

OK, coding jargon coming up!
First off, you can't do animated GIFs in PHP - not without humongous amounts of code and stuff that even I can't begin to comprehend.
Next, you ought to remove the name="submit" and add value="Create" or something on the buttons. Removing the name will mean that you don't get &submit=Submit+Query in the address (the curse of GET forms), and adding the value will of course put what you want on the button.

Apart from that, it's pretty cool. You could then exploit that and have it save the created images - that way you seriously reduce processing time until you have all of the pokepets saved - then you can remove the PHP altogether.

Well, I do plan on making them animated, but I will need ImageMagick at my hands first. I have requestted it be added, so hopefully that will happen soon.

As for the submit thing, I'll do that in a bit.

If they are from PP, we need to get permission first. It's only right. Other wise, take them off. Even if we give credit, they could get into a hissy fit.

Actualy they have all the right in the world to get into a hissy fit, that is if the site took them with out permission or credit.

Well, I started the "originial" looking ones on Zam a looooooong time ago, until PokeMaster/Leif took my idea and made a lot of different bases. I got the original on PhotoBucket, so it was fair game. Haha.
