Rom Question

I am wondering something. I have a sapphire game where I chose Treeko asmy starter but I got all the way to Mossdeep and now realize I should have chosen mudkip. Easy solution just breed from another game. But here's my question. If I got one of those USB cords that connects to the DS, could I trade with a rom? I have just restarted one of my two rubys and I want to choose Torchic if I can trade a mudkip from a rom, but if not I will choose Mudkip.

Why do you need Mudkip? For type? For a move? This seems a little out of the way just to play the game.

Its not trouble for me, it gives me a reason to play. And I just prefer Mudkip, plus I need a water pokemon.
