According to our affiliate Filb.de, Deoxys will be given away to US residents who own either Pokemon Diamond or Pokemon Pearl at participating Game Stop Locations. Little information is known.
It is currently unknown if it will also be given away at EBGames. As for Canadian Game Stops, you will likely be out of luck, but its too early to tell. It certainly won't be going farther than Canada though.
For those who are interested, in Diamond and Pearl, Deoxys can change into any form by follow certain steps in the game. These steps are completely legal. In other words, you aren't exposing any glitches to do so.
