The purpose of this skin was, of course, February. I know that Valentine's Day is an easy target, but to be honest, I hate that holiday, so I simply mixed it with another overlooked "holiday": Black History month. If you get the joke, good for you. If not, here's an explination:
February is known for Black History month, and if you are a die-hard Pokemon fan, you'd know that Jynx is infamously known at the racist Pokemon. Sadly, she did cause a little uproar with some people who though she was making fun of a black sterotype, so her black was altered to purple.

I also choice Jynx to follow up on the Valentine's-like theme. One of her moves, Lovely Kiss, certainly sounds romantic, and features little hearts in the games and anime. Jynx is also an Ice Pokemon, so February is a good month, since most of the country (US) is still feeling a little of Old Man Winter's chill.
