Togepi, while watching the rest of our heroes quietly sleeping on the top of a grassy hill, eventually withdraws to take a much-needed rest. Out of the blue, a small brown Pokemon appears carrying a juicy looking apple. In another part of the hills, another brown Pokemon, a lot bigger then the first, is seen in search of something. One presumes that she is looking for her baby, who just so happens to be with our friends.
Team Rocket then makes their appearance in a large mechanical tank that is made to look like Arbok. Meowth decides to name their new toy the Arbo Tank. Jessie then looks through the Arbo tanks periscope to see the "twerps" sleeping on a nearby hill. Meowth quickly reminds Jessie, believing that this is the perfect opportunity to snatch Pikachu, that if they roll up in this thing, they will wake them.
The baby brown Pokemon, while eating her apple, tries to wake the sleeping Togepi. In her attempts, she accidentally pushes Togepi down the grassy hill. Having eventually come to a stop, Togepi wakes up and befriends the baby brown Pokemon. Both of them decide to have some fun by rolling down the hill. But they end up rolling right off the edge of a cliff and land inside the now stationary Arbo Tank. Meanwhile, as Team Rocket quietly creeps up on the slumbering Pikachu, they hear a sound come from the direction of the Arbo Tank. Having turned around, they notice Togepi and a baby brown Pokemon standing at the control panel. Togepi jumps down on one of the levers and the Arbo Tank storms off.
Eventually, Misty awakens from her sleep to notice that Togepi is missing. Meanwhile, not too far away, the mother of the baby brown Pokemon is tapping Ash on the head. Ash, thinking that it is Pikachu, tells him to go back to sleep. After eventually realizing that it isn't Pikachu, Ash quickly notices the brown Pokemon and refers to his Pokedex. "Sentret, the scout Pokemon. Sentret is able to see great distances by rising up on its tail. When it spots an enemy or any kind of danger, it emits a loud shrill cry as a warning." Sentret then picks up the apple core and tries to tell our heroes something. Brock, being the Pokemon breeder he is, picks up that Sentret is trying to find something. Misty then jumps in and lets everyone know that Togepi is missing. Suddenly, a loud noise distracts our heroes from the missing Pokemon. Wondering what it is, Sentret rises up on her tail and runs off.
Not too far away, the Arbo Tank continues on its merry way, crashing through anything in its path. Team Rocket are following, but are cut off by a number of Sentret. All of the scout Pokemon try to grab the attention of the two-baby Pokemon inside the mechanical beast but to no avail. Ash, having spotted the Arbo Tank, quickly realises that it must be Team Rockets "big ugly thing". Team Rocket and our friends suddenly run into each other, and Meowth says that if it was so ugly, Misty shouldn't have let Togepi swipe it. Misty then runs off after the Arbo Tank. Meowth then tells the mother Sentret that it had an accomplice that looked a lot like her. The mother Sentret then also gives chase. Brock releases Onix and all of our friends eventually hop on and chase after the runaway Arbo Tank.
Meanwhile, the Arbo Tank crashes and drills its way through the mountainous terrain. Brock, realizing that the Arbo Tank can plough through anything, has an idea. Acting like a commander of a military platoon, Brock tells Ash, Misty and Pikachu of Operation Sink Tank. This operation involves using Onix to dig a deep wide hole and then filling it with rubble from the rocky terrain. They will then use their Pokemon's water gun attack to turn the rubble into mud. The Arbo Tank will then fall into the muddy hole and get stuck. Our friends, liking the plan, commence Operation Sink Tank. Once completed, the Arbo Tank does in deed fall into the hole. Ash, Misty and Brock trudge their way through the mud and notice Togepi through a glass panel. Ash and Pikachu begin to climb inside, but the baby Sentret, having been caught in some wires, activates the Arbo Tank and it begins to rise. Pikachu ends up falling inside and the baby Sentret continues to struggle, and activates the Arbo Tank's missiles. Having blown a path out of the hole the Arbo Tank escapes. Jessie and James then appear and make the Arbo Tank disappear! Ash, Misty and Brock run to see what had happened, and see that it is stuck in a hole specially built by the talented Team Rocket. Meowth jumps inside the Arbo Tank to steal the trapped Pikachu. Once inside, Pikachu shocks Meowth and at the same time causes the Arbo Tank to jump out of the hole. As the Arbo Tank continues to destroy everything in its path, Ash tells the mother Sentret to warn all of the other Pokemon of the approaching danger. Sentret runs ahead to the edge of a nearby cliff and lets out a loud shrill. James then notices a large mountain ahead and tells them if they do not do something soon the Arbo Tank will be destroyed. Togepi, enjoying herself immensely, waves her little hands and begins to use her special abilities. Suddenly, a large hole appears in the side of the mountain and Brock notions that the Arbo Tank must have drilled its way through.
Bock, dressed as a commander as before, commands our troops (including the newly recruited Team Rocket) that he has come up with a plan to stop the Arbo Tank from destroying the upcoming town. Brock tells Ash that they will need Charizard to stop the tank long enough to get the Pokemon out. Once out, Charizard will use his flamethrower to destroy the Arbo Tank. Team Rocket however has some reservations about destroying their tank. Ignoring their protests, Ash selects Charizard and he flies towards the runaway tank. Our troops then jump onto Onix's back and follow.
Charizard jumps in front of the tank as planned and stops it with its almighty strength, but is slowly losing ground. Sentret jumps off Onix, rolls up to Charizard and lends a hand. Pikachu, who still is inside the Arbo Tank, uses thunderbolt to short the controls. Onix then grabs hold of the Arbo Tank's tail and Charizard uses flamethrower to melt the glass panel. Pikachu, the baby Sentret and Togepi quickly make their escape. But Jessie and James, not willing to lose their newly acquired weapon, jump inside in a foolish attempt to save it. The Arbo Tank then explodes sending Team Rocket off into the blue sky.
Looking at his handiwork, Ash congratulates everyone. Both Misty and the mother Sentret, having been reunited with their babies, give them a stern talking too. Officer Jenny then rides up and after finding that Ash and his friends were responsible for the disturbances, thanks them for creating a tunnel through the mountain. Usually people had to go around the mountain to get to Violet City, but now their traveling time will be cut in half.
